Public comments may be made:
- In person: Members of the public desiring to speak on a matter appearing on the agenda should ask the Mayor for the opportunity to be heard when the item comes up for Council consideration (or complete a speaker card prior to the meeting). Comments for all agenda items are limited to a speaking time of three minutes unless modified by the Mayor.
- In writing: Go to http://bishop-ca.granicus.com/ViewPublisher.php?view_id=8 to submit an "eComment" for the corresponding meeting. Please note that eComment submissions closes at 3:00 p.m. on the day of the meeting. You may also hand deliver public comments to the City drop/payment box located at the Church Street entrance to City Hall on or before the deadline noted above. Council consideration to approve the City Council Meeting Minutes for January 8, 2024, January 11, 2024, January 22, 2024, February 12, 2024, and February 26, 2024.
B. Monthly Budget Report for the Month of February 2024
Council consideration to approve the Monthly Budget Report for February 2024.
C. Financial Reports for the Month of February 2024
Council consideration to approve the Financial Reports for February 2024.
D. C.O.P.S Fund Budget Adjustment
Council consideration to approve the proposed C.O.P.S Fund budget adjustment as follows:
Recruitment, 033-033-52006, decreased by $10,000;
Special Department Supplies, 033-033-52018, increased by $2,935; and
Capital Equipment Replacement, 033-033-56029, increased by $7,065.
E. Sewer Fund Budget Adjustment
Council consideration to approve the Sewer Fund budget adjustment as follows:
Increase the Sewer Fund expense account 002-051-56025, Depreciation, from $132,000 to $150,908.
F. Sewer Fund Expense Reclassification
Council consideration to approve the proposed expense reclassification and budget adjustment as follows:
Increase the budget amount of 002-051-56028, Capital Equipment by $8,265.00; and
Decrease the budget amount of 002-051-52018, Special Department Supplies by $8,265.00.
G. Outdated Computers and Expired Computer Warranties
Council consideration to approve the proposed budget adjustments to allow for the purchase of 10 extended warranties and 9 replacement computer units.
H. Declaration of City-Owned Vehicle as Surplus
Council consideration to declare the Ford Ranger, VIN #1FTYR44UX2PA21185, as surplus equipment.
I. Permanent Sewer Flow Meter Installation at Clarke Street
Council consideration to approve and authorize the Public Works Director to execute Amendment 1 to the SCADA Upgrade Professional Services Agreement with Control Point Engineering in the amount of $60,724.
J. Propane Services Letter of Extension
Council consideration to approve and accept the letter of extension for Propane Services by Hunt Propane Inc. for a one-year term, with the new term ending on May 31, 2025.
K. A Resolution Updating the City Council Standards and Procedures Manual to Add Additional Provisions Regarding Disruptive Behavior at Council Meetings
Council consideration to approve the proposed resolution updating the City Council Standards and Procedures Manual to add additional provisions regarding disruptive behavior at Council meetings.

A. State Funded Water System Consolidation Projects: Brookside Estates Mutual Water Company and Sierra Highlands Community Services District
Council consideration to approve the Letter of Intent to allow Sierra Highlands Community Services District to consolidate their water system with the City of Bishop.
B. Active Transportation Program Grant Funding Support Task Order with Eastern Sierra Engineering
Council consideration to:
- Ratify the approved task order with Eastern Sierra Engineering for professional engineering services in support of the City’s Cycle 7 Active Transportation Program grant in the not-to-exceed amount of $52,578.00.
- Approve an additional not-to-exceed 10% contingency amount of $5,257.80.
